Discount with a minus
A negative percentage such as −2% produces a discount, calculated like any other percentage.
A percentage of the cart, for instance 10% transport insurance or a 2% discount for payment in advance. Calculated once, on everything that is in the cart before it.
The demo shop has 10% transport insurance at position 1. Put the main product into the cart once, twice and three times, and the amount grows accordingly, without any change to the item.
In the administration this means: Type of surcharge/discount set to Percental, the percentage in the Surcharge/discount field. Nothing else is needed; the Tax rate field is locked.

On everything in the cart at that moment: the products and the plugin's items that came before it. Which ones those are is decided by the Position field, lower numbers first.
If a surcharge should only be calculated on the goods, give it the lowest position. If it should include subsidies and fees, give it a higher one than those.
A percentage surcharge has no tax rate of its own. Shopware splits it proportionally across the tax rates of the lines it is calculated on, as with a percentage discount in Shopware itself.

The quantity cannot be linked to products. The percentage already applies to the whole cart anyway.
Percentages exist on the Pseudo Product tab. A Shopware product carries its own price or is free of charge.
A share of the cart, calculated once, the tax split proportionally.
Gross or net with its own tax rate, negative a discount.
A line for €0.00, as a pseudo product or as a real product.
A product from the catalogue, with stock, image and price.
The quantity follows certain products, per piece or per position.
