Why percental
The insurance should grow with the value of the goods. A percentage does exactly that, and the tax is split across the cart's tax rates automatically.
Transport insurance for retailers, automatically in the cart
The example from the store description: if certain products are in the cart, the delivery goes to Austria or Switzerland and a retailer orders, 10% transport insurance is added. It is mandatory and cannot be removed.

10% of €495.95 is €49.60. With two pieces it is €99.19, with three €148.79, as measured in the demo shop, where the same item runs with an always-valid rule.

Why it is set up this way.
Why position 1
A percentage surcharge is calculated on everything that is in the cart before it. At position 1 those are only the products, no other surcharges.
Why two notes
The product note says it before the purchase; the cart note confirms it once per session. The texts above are those from the demo shop.
What to watch out for: Once none of the three products is left in the cart, the rule no longer applies, and the insurance disappears automatically at the next recalculation.

Transport insurance
